Since dev-python/regex does not compile with pypy3, and the
regex module is not a hard dep, use python_gen_cond_dep to
omit the dev-python/regex dependency for pypy3.

If a system has apulse < 0.1.9 installed but USE=-pulseaudio set, then
the previous attempt at getting apulse working would still try and load
it, causing firefox-bin to crash. This commit addresses that by only
attempting to load apulse if USE=pulseaudio is set.

This new version depends (optionally) on a newer version of PHPUnit,
which lets us run its test suite. The test suite passes for me, so
I've removed the RESTRICT=test.

The sebastian-object-enumerator package is one of PHPUnit's
dependencies and is listed in RDEPEND, but it was missing from the
autoloader. This was causing test failures in packages that use the
PHPUnit classes directly, but is easily fixed by adding another line
to autoload.php.
I've made a revision to ensure that users get the new autoload.php
before we try to run any test suites.
