gitweb: Use --git-dir parameter instead of setting $ENV{'GIT_DIR'}
This makes it possible to run gitweb under mod_perl's Apache::Registry. It needs a fairly new git version, with --git-dir=<path> parameter to git wrapper, i.e. post v1.4.2-rc2-g6acbcb9 version.
