shorten_unambiguous_ref(): add strict mode
Add the strict mode of abbreviation to shorten_unambiguous_ref(), i.e. the
resulting ref won't trigger the ambiguous ref warning.
All users of shorten_unambiguous_ref() still use the loose mode.
