Otherwise it will be split at a space after "Program" when it is set
to "\\Program Files\perl" or something silly like that.

GIT-BUILD-OPTIONS defines PERL_PATH to be used in the test suite. Only a
few tests already actually use this variable when perl is needed. The
other test just call 'perl' and it might happen that the wrong perl
interpreter is used.
This becomes problematic on Windows, when the perl interpreter that is
compiled and installed on the Windows system is used, because this perl
interpreter might introduce some unexpected LF->CRLF conversions.
This patch makes sure that $PERL_PATH is used everywhere in the test suite
and that the correct perl interpreter is used.

'tac' is not available everywhere, so substitute the equivalent Perl
code 'print reverse <>'. Noticed by Brian Gernhardt.

--reverse did not interact well with --parents, as the included test
case shows: in a history like
A--B.
\ \
`C--M--D
the command
git rev-list --reverse --parents --full-history HEAD
erroneously lists D as having no parents at all. (Without --reverse,
it correctly lists M.)
This is caused by the machinery driving --reverse: it first grabs all
commits through the normal routines, then runs them through the same
routines again, effectively simplifying them twice.
Fix this by moving the --reverse one level up, into get_revision().
This way we can cleanly grab all commits via the normal calls, then
just pop them off the list one by one without interfering with
get_revision_internal().
