Add the set of patches from the debian project for disalbing certain
features and configurations of chromium.
Specifically, the `tracing.patch` seems to allow the package to compile.

Move patches into a subdirectory of `patches`. This will make
installation easier as all the different targets won't be collected into
the same root folder tree.
