doc: emacs: Clarify 'guix-use-substituse' and 'guix-dry-run'.
Reported by apteryx on #guix.
* doc/emacs.texi (Emacs Build Options): Mention the variable value when describe
the effects of 'guix-use-substitute' and 'guix-dry-run'.
