convert: refactor capabilities negotiation
The code to negotiate long running filter capabilities was very repetitive for new capabilities. Replace the repetitive conditional statements with a table-driven approach. This is useful for the subsequent patch 'convert: add "status=delayed" to filter process protocol'.
